I don't think EMC developed cinder driver for VPLEX. But VPLEX is supported by ViPR controller which now is CoprHD (open source).
CoprHD Project
Cinder driver is available for ViPR controller - EMC {code} | Community Onramp for Developer Enablement
Cinder -> CoprHD -> VPLEX -> VNX

pac-man is correct. To get VPLEX, you'll have to use ViPR as the control plane. One point of clarification is that ViPR still exists as the production packaged supported product, and CoprHD is the open source version of ViPR that you can roll on your own with the community. We expect the CoprHD code to be up on github this summer, as the announcement was made that it will be open sourced, and now the developers have to do it.
