PowerEdge T110 - iDrac will not ping on network

I recently went into the iDRAC on my PowerEdge T110 to set it up.  I have setup iDrac on other Servers with no issue before.  I created the same settings on this Server with iDRAC version 6.   I set the static IP address and then reboot and try to ping that address and it does not appear in the network.  I reset the iDRAC.  I shutdown the Server and unplugged the power for 5 minutes and then press the power button multiple times to clear the system then plugged back in and re setup the iDRAC to a static IP and still nothing appears in my network.   I also want to manage the iDRAC from the OS but the Server is running Windows 10 Pro.  I installed the OpenManage Software no problem but I am not sure what user or password it is looking for.  Also is the IP that it is asking for the static IP of the Server?  I am sorry for these dummy questions but I am new to setting up iDRAC and would very much be thankful for any support on what to do next.
