Why can't I post to the German Dell forum?

Hello,

As you can see, I have successfully registered to this forum, but I can only write or reply in the English Dell Community? I would also (or mainly) like to post in the German speaking community, but there, the "New topic" as well as "Reply" buttons are all grayed out, without a reason. So why, and how can I change this? I find it a little bit unsatisfying that no information, or no reason is obvious to the end user why or where he is allowed to post, and for what reason.
