(Redirected) Inspiron 5720 laptop will not power off and multiple restarts needed to reboot

When I try to either restart, hibernate or shutdown my laptop, the screen goes black but the power button stays lit and the fan still runs.  I manually power it off but upon starting it up, the hard disc LED light blinks briefly but then nothing happens (black screen) but the power button stays lit.  Then after numerous cycling of the power button on/off   (3-15 times) it boots up normally.  I have reloaded the operating system (Windows 10) with help from Microsoft assistance with no effect.  The seemingly random number of restarts needed to get the machine to startup is very puzzling.    I have no desire to wipe my hard drive to resolve this issue if there is a more likely cause.
