(Redirected) How can I officially complain from DELL Partner and DELL Customer Support?

I am waiting for more than 8 weeks to replace DELL spare parts for DELL Latitude E7250 and E7240 Laptops! Is anyone know how to complain and accelerate the process?

At the beginning, DELL partner said spare part is not available for sell !!!! (it was Battery) your request and after i called DELL Customer Support, they changed their words and send a cost and delivery time 6-8 week (which is not acceptable). It does not make sense to wait more than 8 weeks to get KB, battery or LCD for products still under warranty. 

Unfortunately, DELL Customer Support could not help and their reply was not acceptable, it seems that both DELL partner and DELL customer support do not care about their customer :(

Noting that we have more than 170 DELL Ultralight laptop computers and more than 300 DELL Optiplex 7010 and 7020 desktop computer only at regional office and many others at country offices.
