(Redirected) Cancelled order - no help from phone contacts

I ordered a Laptop - order # <ADMIN NOTE: Order number removed per privacy policy> through the Dell EPP program.  Paid with Visa and charge appeared on my bank account.  today charge is gone.  Checked order status and it is cancelled.  called the support numbers (4 or 5 so far) and I am always passed to someone else or the call is dropped.  Left two voice mail, - one with supervisor, but no call back.  there appears to be some issue with the Visa payment but no o9ne can tell me what and I can't get to the person who can help..  Worst. Customer. Service. Support. Ever.
