(Redirected) Billions of dollars, Poor Support

I have a bit of the flu, so am forced to be brief... I am a returning Dell customer from at least 10 years ago.  I have bought at least 8 HPs and other pc's (family of 6) since then.   I return this holiday season, for xbox/tv - rewards programs w/ Dell Preferred Account.   However, when trying to reach Rewards or Preferred Account to use $ 200+ credit towards a $700+ laptop for wife/Christmas.. after 3 different phone calls Fri/Sat... (hung up on during transfer twice) and a customer service employee from India unable to find Preferred Advantage/Acct..  I am reaching previous level of frustration that caused me to leave Dell before... QUESTION: is there a Preferred Acct. phone number... and 1-800-283-2210 (finance is no help - poor options and hung up on twice before getting to a real person... )
