Opting Out of Third-Party Data Collection Not Working

I see the "About Cookies On This Site" banner shown below every time I visit the Dell Community (note that I have my browser configured to clear cookies on exit). If I click Accept I don't see the banner again for the remainder of my browser session as I would expect ...

... but if I click Options on that banner and choose Opt Out All in the pop-up window shown below then the "About Cookies On This Site" banner reappears each time I browse to a new page in the Community. It doesn't matter if I click a link to browse within the same browser tab or open the page in a new tab.

It's shocking to click that Options button and see the dozens of third-party partners that Dell shares my personal data and browsing history with (and choosing "Opt Out All" probably does little to protect my privacy since it says "opt-out through company" or "This partner does not provide a cookie opt-out" for most of these third-party partners), but is there some reason why I have to keep clicking Options | Opt Out All every time I browse to a different thread in the Community?

As I noted in my thread Posts Keep Getting Marked as Spam / Sent for ReviewI've had to whitelist the entire dell.com website in my Adblocker Plus browser extension because some of the features in the Dell Community don't work correctly if my ad blocker is enabled (e.g., the "..." ellipsis at the top right of every reply disappears and prevents me from viewing the menu options to edit my reply, report inappropriate content, copy the reply's permalink, etc.) so I can't use my ad blocker to automatically block the 30+ trackers and third-party cookies it detects on most pages of the Dell Community. Unfortunately, changing the Content Blocking in my Firefox browser (Tools | Option | Privacy & Security | Content Blocking) from "Standard" to "Strict" also breaks the functionality of the Dell Community, so I don't seem to have any way practical way of opting out of all this unwanted data collection if I want to use this forum.
