Inspiron 1750 laptop with Windows Vista. Windows 7 Upgrade Query
Hello. I purchased a Inspiron 1750 laptop in Nov 2009 with Windows Vista. Now I need to upgrade Windows 7. Would I be entitled to a free Window Upgrade. Does Dell provide an free upgrade? Thank you,

That system was sold after the release date of Windows 7 and you should have had Windows 7 preinstalled... otherwise you were entitled to a free upgrade... however were meant to take advantage of it between 2009-2010.
Dell Windows 7 OEM system locked preinstallation should work on that model however provided you have Legacy BIOS revision A06. See here for details:

After clean installing Windows 7 OEM with system drivers you should immediately perform an inplace upgrade to Windows 10 using the media creation tool:
