Gpu issues

so I recently got a new 9060 xt for my aurora r13. I’ve been having issues however with it not giving me signal. However, every once in a while it gives me a man Alienware error that’s not in windows about an upper fan error. I did the diagnostic test it gives me there and it says the upper fan is 0 rpm even though all my fans are spinning. I believe this is a problem with the new gpu because I haven’t had the is problem ever with my old one. Could it just be a defective gpu?
