XPS 13 gigabit ethernet fiber 200mbps

I'm using a dell 3100 with Gigabit ethernet and I'm only getting 200 Mbps ( up and down) on ATT Fiber.

I tried a separate USB to Ethernet, I get about the same speed.

Using the same cable on my thinkpad, I get 800 mbps ( up and down). This is what I should be getting.

I used the same cable on Mac. the same results as my Thinkpad.

I have updated all my drivers and to the latest BIOS. But my Dell XPS 13 is still 1/4 slower than with my thinkpad and mac.

Any ideas?

I have the exact same problem. DisplayLink told me it's a hardware issue and then Dell told me the D3100 doesn't support Mac so it's not their problem. Based on what I've read I think I might need to set up a MAC passthrough, any help would be great.
