Strange sound from laptop when using cable headphones

Hello,

I am living in Europe and I have Dell Lapton Inspiron 15 and for probably year or so and I have been noticing strange sound when I have headphones with cable on. Sound with videos and everything else works completely fine, just this sound is bothering me. Computer is out of warranty for more than a year. Sound is like something would turn on in the background and it 2-3s long and then stops by itself. This on and off sound I can notice several times during using computer. I can just click on an icon and shortly after that this sound appears and after 2-3s disappears. This sound also appears when I go on different websites or with using popular video website. If I click on some article when reading news or just before video playing starts this sound appears and then disappears and after 2s. Sometimes sound is little longer than 2s.  Sound  is similar like you would turn speakers on but nothing would play. Or like you would turn radio or microphone on but there was no music. I looked at dw wlan history activity and I could see this:

Is maybe this the case of this sound and if it is why is this software turning on and off and how can be this sound eliminated? 

I don't know why, maybe because of updates but often I can see in the desktop on left right corner some black back with white letters like some commands are going on. I am just regular user and I don't know much about computers. I noticed this box often when I send an email to somebody with higher position about my complain. Maybe this is just coincidence. 

When I was once writing some complain on email I could hear in the headphones some high pitch sound in the background. This sound I heard only once. Then when I wanted to send this email, I got back notice that I was not send because wrong address but I am sure it was correct email address because I copy paste.

Once I visited website about some advice  and when I was searching for contact it was written access denied. I tried then immediately after with different device and different ip and it worked same website perfectly normal also where contact area on website was. Then I tried again with this computer but still the same old ip it was first time and it was again denied on website where contacts were. When I click it said access denied or something like that. Some 442 or something code error. But the thing is every other websites at the time worked completely fine also with this computer and old ip. Before that I was writing email and using Internet provider email and I was thrown off my account. I wanted to finish email with my other email account from well known e mail provider and wanted to look for a contact to a person I was writing on website chamber but I was denied because contact area on website didn't work so I didn't have email contact to finish email.    

In the past I have been noticing on the same computer(probably 2-3years ago) radio playing in the background but I didn't even have any radio or any music listening. I can't hear radio playing anymore but I can hear now this annoying sound on and off sound. I am using windows 10 and I regularly do all updates. 

I have been noticing also some other strange things. Couple months ago I send one complaint and after that I had on desktop notice about ip error that two computers using same ip, but when I contacted Internet provider it said that only my computer was wifi connected to the modem. Why would then I receive this error message I don't know.

When I am now using well known email provider(before that I was using email from state internet provider) I have problem also with this new one. Letters sometimes appear on screen with very long delay after I press letter on keyboard. Often I get red waves bellow text in this email provider just for specific paragraphs like grammar is wrong but it is 100% not because I am writing in my native language, or it happened that I wrote email and text color changed by itself. It happened couple times that I wrote email with complain and when  I was writing email it just "throw" me out of that letter and I needed to go to draft email to finish it.  

Once I was searching on popular social website about something where everybody has profile all of the sudden computer ventilator started to work very loudly, I have never experienced something like that to be ventilator on with so much power and speed spinning, and after probably 30 to 60s, computer shut off by itself. I regularly clean dust from laptop and it was no update Windows going on, since I did it one week earlier. Thank you for your advice.

This one is a bit of topic but I will mention it anyways, probably 3 months ago all my contacts in the phonebook in the smartphone disappeared and then reappeared after probably 15 minutes. When I put mobile internet on, I often notice DeviceGuard checking notice and other thing I haven't been noticing before.
