New Inspiron 15 7000 (windows 10) cannot see an HP Photosmart wireless printer

I cannot set up my new laptop to my HP Photosmart printer because the add new printer process does not detect the printer so it cannot be selected. I called HP and they said I needed to buy a $90 set of Global VPN drivers from Amazon.  This makes no sense to me since we have 5 other computers, laptops, phones and tablets connected to the printer and they all work fine.  I tried turning off my firewall but it made no difference.  I called Dell and they would not help with setting up an HP printer.  

Any suggestions?
