It is a 3Com 3CN3AC1556 modem, or with a B on the end. It is fried. Google search that number and buy a new one. Also get a surge protecting power strip that has the built-in phone line protection and use it.
Here is how to replace it. Oh, if by chance you are still in warranty, call Dell.
