Inspiron 3542 wireless and ethernet quit working Windows 7 SP1

Inspiron 3542, Windows 7 sp1 -- No internet connection
I have had this laptop for 2 or 3 years. No trouble connecting to the web on Wi-fi or ethernet.
But-- one day I turned the computer on to find that both wi-fi and ethernet would not connect to the internet. I'm using my desktop to diagnose, as I don't have a connection on the laptop.
I can't use any online help from the laptop and can't use the microsoft troubleshooters online. The wifi on my router is working, because my phone connects.
I have downloaded the newest realtec driver and installed it.
Device manager for the Realtec PCIe FE family controller shows the device is operating properly.
I have uninstalled Norton Security and the laptop will still not connect to the web
Ideas?
