How to change public IP without ISP?

Everybody with any computer knowledge knows that having the same public IP is dangerous. Anyone who has dealt with ISPs also knows that they don't care about users, except for the money they get from users. Most ISPs are anyway just intermediary or use network infrastructure of bigger ISPs or government, so they don't really understand much about computers or networking, just like a truck driver doesn't understand about machines he is driving from China to the USA. ISPs on purpose employ people who have no clue about computers and networking and they don't even want to learn the difference between public and private IP. Whenever I call them on the phone, they keep repeating the same things over and over again about cookies, whenever anything with IP. They also often say that I have to turn off their router in my room when anything is wrong, when I haven't done anything with their router and I don't even have software access to it. Once hackers know your public IP, you cannot defend yourself. Hackers can target the same IP easily, just constantly send brute force attacks, DDoS attack your computer years long, spam your email...etc. ISPs behave like hackers and they probably spy on people. They tell people excuses that IP problems exist because of cookies they didn't delete. Many users who are not politically affiliated with the mafia are forced to have the same public IP for years. ISPs change IPs constantly for their governments, use proxies, and VPN. MI6, KGB, Mossad, CIA would never have the same IP, but they like it when normal citizens have the same IP, so they can attach names and addresses to the IPs. Every ISP keeps telling me lies that having the same IP is safe. Having the same public IP for long, I keep getting nonstop ads, getting blocked on internet sites, keep getting hacked by the same people, keep getting told that I am a bot if some AI program decides so. I can't keep changing internet service providers because then they charge me extra money and I have to wait a long time for them to even set up internet service. It's their fault for not having any protection, but i have to pay the money to change providers.

In the UK we don't have roads that long, impressive.

Even if you could change / control your Public Facing IP address (and it is possible) you would still have fixed MAC addresses for your devices, unless you spoofed and varied them.
