Dell Inspiron 15 3511 not mirroring

Recently purchased an Inspiron 15 3511, unfortunately it does not want to mirror on my Smart tv, I can mirror my cell on the smart tv but not the laptop. When pairing it only pairs audio, I tried to pair with my other smart tv and it does not want to pair.

My other problem is that the Inspiron will pair with my cell but only the photos, tried everything but will not mirror or cast my cell.

I did complained to the seller, he advised me to reset the laptop completely which I did, and I still have the same problem, nothing was corrected, I downloaded all of the drivers required when I reset the laptop. I live in the Philippines very difficult to find service. Any help or recommendation will be greatly appreciated.
