Dell Inspiron 13-7352 Won't Connect to Public Wi-Fi

My laptop won't connect to public wifi at locations such as coffee shops, airports, or hotels. It will show the name of the network as an option to connect, but when I click connect, it immediately says "can't connect to this network" (does not open a browser for next steps). It connects just fine to home/work networks in my and others' homes (even new networks) and my office. It also connects to Best Buy's public wifi. Best Buy and other IT helpers have tried turning off my public firewall, made sure drivers are up-to-date, run my wifi troubleshooting diagnostic tool (it says everything is working fine), etc. and are unable to figure this out. I have not reset my network settings as I don't want to lose access to the VPN and remote access settings installed on my computer for work. Is anyone else familiar with this issue?
