Can't connect to public wi-fi; other devices connect fine.

I am spending the weekend in a hotel.  My laptop won't connect to wi-fi.  First I get the error that it is taking too long, then it stops trying to connect.  Without the wi-fi connection, I can't login to my windows account.  Accordingly I can't run any diagnostics.  My iPad, cell phone, Surface, and Nook all connect and show very strong signal strength.  I can see six different hosts.  I have tried just to get a connection but the result is always the same -- taking too long to connect.

Is there anything I can do?  I saw one article that suggested I right-click on the wi-fi icon and use the options that would be displayed.  Right-clicking on the icon does absolutely nothing.

My Dell laptop is five months old and is running win 10.
