Bluetooth Broke - AMD Ryzen 7 Windows 10 64-bit

I have tried everything.  Just recently my Bluetooth stopped working.  So I uninstalled Bluetooth from the device manager, went to the dell website, and downloaded the appropriate driver for my PC, and installed it.  Now it is no longer showing up in the device manager.  I can open up Bluetooth settings but there is no toggle on/off switch.  I also cannot add Bluetooth to my command center, as it is not an option.  I feel it is a hardware issue, but when I run a full hardware diagnostic on the dell website it states everything is working fine.  My only thought is my computer is not installing the new driver when I download it.  I have run the troubleshooter, and it states there is no Bluetooth device.  I have spent countless hours, this shouldn't be that hard.  Any other suggestions, I think I have done them all.
