Bluetooth 4.0 (LE)?
Trying w/o success to "discover" and add a new Microsoft Surface Ergonomic Keyboard and mouse on my Inspiron N4110 64-bit laptop. Can't get them to appear on add Bluetooth devices list. Have tried many online fixes. All obvious stuff working and up to date. Did Windows Bluetooth trouble shooter, restarts, turned services to automatic, etc. Finally, trying to verify that my computer has Bluetooth 4.0 (LE) which is apparently a must. I'm running Windows 10 Home Version 1709. Answer/suggestions appreciated.

You don't... Default wireless cards in this model have Bluetooth 3.0+HS:
Dell Wireless 1502 802.11 b/g/n
Dell Wireless 1503 WLAN Half-Mini Card
Dell Wireless 1701 802.11 b/g/n, Bluetooth 3.0+HS
Dell Wireless 1702 802.11 Bluetooth 3.0+HS

Thank you very much. Took me a few days to figure out the right question to ask. Doesn't sound like upgrading to 4.0 is advisable. Time to shop for a new computer. I appreciate you help.

Upgrading the wireless card requires removal of the battery, module cover, keyboard, palm rest assembly... More details here:

You can however get a USB dongle. For example here:
