Where is the binary download for NRE NetWorker Runtime Environment?

The install/admin guide states after the demise of JAVA they created NRE and it is "required" for a windows install but it is not included in the 19.4 download.

If you click on support, networker 1095 or whatever and click (Dell's words) on DRIVER downloads.But it is not listed anywhere... 

Anyone have a working download link for it?
