NRE is not an application, its just tool to install JRE (JRE is mandatory because of authc service which is nothing but tomcat webserver and is Java based) and create a icon for the NMC on your desktop, also it is not mandatory to install NRE you can simply install JRE 8 or 9 and everything will work as normal. May be in the future when the newer version of NetWorker need a higher version of JRE the NRE also might get a newer version. For now its all about compatibility.
