Sequence for update from 8.2.4 on RHEL6 to 19.6 on RHEL8?

What's the best approach for this update?  Should I update Networker on RHEL 6.10 to 19.6 then transfer it to a new RHEL8 system by fresh install and moving over /nsr?

Or should I in-place update RHEL 6.10 to RHEL8 first, which requires an intermediate stop at RHEL7?
