Is Dell engaged in fraudulent activities on their return policy?

Back on May  4, 2023 I ordered a Dell 24" monitor specifically for video conferencing.  I spent 3 full weeks on the phone with Dell technical support until Dell finally gave up and admitted they could not fix the problem.  I received the FedEx mailing label from Dell and returned the monitor to Dell.  Fortunately, I took pictures of the monitor being packed up and then kept copies of all email communications as well as the receipt of delivery by Dell.  It has been over a month since Dell has had the monitor but they are still refusing to refund my money. The worst part is that it is impossible for me to speak to a live representative and Tech Support is telling me they can't do ANYTHING else.   This is starting to feel like fraudulent behavior on the part of Dell.  This is really unfortunate since I have been a loyal Dell user for 25 years.

incorrect forum. no idea why this is asked in the Dell Networker (an backup product) forum? I don't expect anyone else to do anything with or for this really?

Barry: My apologies if I am using the "wrong forum".  I have been unable to get ANY response from Dell even though I continue to call every possible phone number I can find.  Since you apparently know this was the "incorrect forum", I am hopeful you have some insight as to what/where the "correct forum" may be.  I was hoping that an actual Dell employee may read this and reach out to find out what is going on.
