U3223QE, turns off with screen off timer, then blank black "lit" screen

I have a Dell U3223QE monitor. Windows 11. NVidia Quadro P2000. Drivers up to date.

The screen saver is set to 3 minute. Turn off monitor set to 5 minutes. The screen saver will turn on appropriately and then the monitor will turn off appropriately. Sometime later, hours, when I return, the monitor is on. It is a black blank screen but you can see the faint glow of being "on".

I tried varying the settings turn off monitor settings and then back again. Checked the drivers. Tried using the DDPM monitor off settings as well.

No luck.

Any thoughts?
