S3220DGF, it appears that I can renew an expired service/warranty

I have a Dell S3220DGF that has been in a climate controlled storage for over a year (medical issue). I was finally, recently able to get it set back up it. BUT something isnt working.

Power button illuminates white when pressed and you can see the screen light up. But nothing happens beyond that.    

Pressing the button directly to the left of the power button once "de-illuminates" the screen for a couple seconds then the illumination returns.       

Pushing second button from the left once doesn't change anything, pressing it again and the screen "de-illuminates”, pressing a third time brings it back.     

Pressing any of the remaining control buttons does nothing.

So, to my point....       

I got on the Dell site to grab the manual and entered my service tag # and checked out of curiosity, of course I knew the service/warranty was expired, BUT I see a button that says "renew" =

   

So, I did and see these options: (Basic Support and ProSupport) =


       

To add I see elsewhere that these renewed contracts start at the end of the old contract, so I thought, well it’s over a year out of warranty if the new one year starts when the old one ends, then it would automatically be expired, so I choose the Pro (24 Month). It seems it will allow me to checkout =
    


 IF that is the case, can I then start a service ticket and could this possibly be repaired or replaced?
