positioning and flickering in HDMI- SP2208WFP

When I use HDMI display, everytime I restart my computer or make changes to my display settings, the positioning returns to what appears to be the default setting of 10.   I then have to use the buttons on the front of the monitor to adjust positioning to zero so I can see entire sreen again. 

Another issue I have when using HDMI display is screen flicker.

I do not have either of these problems when connected to DVI.

I have an onboard Radeon X1200 series video card with Catalyst version 8.2 sofware and drivers.
