UAC oddity

On a Dell 5482 2-in-1 Inspiron with three accounts, that is a Windows Administrator, a Local Administrator and a Standard user, whenever UAC on the standard account requires an administrator password, the fingerprint ID of the Windows administrator is accepted, but not that of the Local Administrator.

Either administrator's ordinary password or PIN is acceptable. Why is the fingerprint ID limited to that of the Windows Administrator?
