Studio 1747 Windows 10 Home update failure

I am trying to update Windows 10 Home, Version1803,  Build 17134.1345 on a Dell Studio 1747, 8mb ram, BIOS A14.  I get the 1909 update notification, run it, and the install fails during the reboot updating.  The error code is useless and I get no explanation as to why it keeps failing.  I have tried through Windows Update, the update assistant app, and have even created install media and tried it that way.  Still fails.  I have also tried manually installing the May 2020, 2004 update from the Download Windows web page.  It also fails with a 0x80070652 error.  I have run the troubleshooter, rebuilt the update database, and the other fixes it recommends.  Nothing gets me past the 1803 update.  Where do I go from here???
