Scvmm & Scom PRO function

hello,

anyone had experience on this?

in my case, 3 hyper-v hosts, one cluster. i configured PRO, but, when one host is at high load status, SCVMM move all VMs from this high load one to other hosts, that confused me. is there some settings i missed? i thought move maybe 1or2 vms, but all, that doesnt make sense..
