How to boot USB on Dell Inspiron 15 7579

I can not enter the main system since it keeps saying Windows can't install so I bought a Windows USB and it arrived today and I realized I have zero clue how to USB boost. Please help, I got this laptop so many months ago and I'm so close to victory I know it.
