Can't uninstall Photoshop Elements

I tried installing an old copy of Photoshop Elements 9 on my new Inspiron 5430 (Windows 11). Once done I was prompted to restart, but I was then unable to reboot and couldn't get past the Dell logo. After several hours of troubleshooting I was able to regain access by reverting to the last repair point.

Elements is now there in my apps, but when I try to open it just crashes. When I try and go through the uninstall process I get the message "this action is only valid for products that are currently installed". I've tried running Adobe Creative Cloud Cleaner Tool, but that doesn't seem to have helped.

I'm not really sure what to try next so would appreciate any guidance!

Your issue could gain more attention with resolution inputs if you post it on Adobe community.

Already done.

It was suggested that I try uninstalling in safemode, but that didn't work either.

Someone on the Microsoft Community recommended Revo Uninstaller, I only used the free version but this appears to have done the job.

Thanks, I've done that.

Microsoft Community recommended Revo Uninstaller and that has seemed to do the job.
