Beeping noise while turned off

I just had a WiFi enabled Complete set of Dell OptiPlex Dual Core Windows 10 Desktop PC Computer delivered and it is making a constant beeping noise while it is turned off it is plugged into the mains which is on but the computer itself is off I don't understand how it can even make this noise while turned off and I don't know what it means
