Unable to boot/load Windows 7

Hello,

I have a Dell InspironMini netbook that is unable to boot into Windows 7 Starter. I have tried all recovery options provided on the machine. Startup Repair indicates that it "failed," I do not have any previous points to restore from under "System Restore," there is nothing under "System Image Recovery," and finally, the "Dell Factory Image Restore" option goes through the entire process, only to still lead to a failure to boot the system (when it finally reboots after the image restore, I see a blue screen for about 1/100th of a second, and then it's back to reboot and startup-repair failure all over again).

What can I do to completely reinstall the system to my drive, and are there any other things that I haven't done yet that are options?

try running Dell Diagnostics if you can on the hard drive F12

HDD is probably toast

Ok, I am at the diagnostics "page." It is giving a few options. What exactly should I do from here?

Ran the diagnostic:

 

I'm getting a 4400: 011A error code. Message: SCSI_0 000_DISK_GENERIC_MULTI_CARD-target not ready.
