Dell Latitude Problem

Well i tryed charging my battery because it Had drained to 0% it charged but then when i went to turn it on my power light started to continuously Flash. So then i thought lets try to see if online has any answers. I unplugged charter took out battery then held power then hooked charger backup held power then did the same with batery i got the same thing. Oh i forgot to mention without charger light doesnt Flash or do anything. This is the charging light. No other LEDs Flash.
