CPi will not power on with battery

I have a few CPi laptops.  I have one that will not power on with a battery installed.  It "clicks" and I see the battery light flash for a second, but then shuts off.  It does this even if the AC adapter is plugged into it.

It *will* power on and boot with the battery removed and the AC adapter plugged in.

The battery is not dead - I can put it into another CPi and it starts up no problem.

If I power it on without the battery, then insert the battery after it is powered on, the Power Management in the Windows Control Panel sees that there is a battery, but shows 0%.  If I put that same battery into another CPi, it shows 90%.

Any ideas or hints?  Is it hosed?
