KAMRANABBAC ,
Your LCD Panel has failed and will need to be replaced.
Beep Codes
The computer might emit a series of beeps during startup if the LCD cannot display errors or problems. The following repetitive beep codes help the user troubleshoot problems with this computer.

Given both symptoms together -- it's more likely a bad mainboard than a bad display panel.
Can you get the built-in self test on the display to run? Hold the D key through powerup.

D plus power button is fine all the colors display one after another thereafter when it reboots it starts beeping again. Works fine on the tv through HDMI cable .

Actually, both of those have slightly higher failure rates than Dell does -- so your odds would have been worse.
