No offense intended, but are you sure you connected the monitor to the add-in video card and not to one of the onboard video ports? The onboard ports are disabled when an add-in video card is installed.
What version of Windows?

I have checked using a number of cables both dvi and hdmi but to no avail. I am using windows 10 however as I can not get past bootup I am not sure the operating system is the problem.

Did you set your monitor to accept the input from whichever video port you're using on the PC? Many LCDs have an On-screen Display (OSD) menu where you have to choose the input port the monitor will be using. Check the monitor's manual for info to access the OSD and choose the port.
If that doesn't help, try putting the original video card back in and see if that works (don't forget to check the OSD settings!). If that works, either the new card isn't supported or possibly is defective...

It works with my previous card perfectly in idenctical situations. the new card once installed just gives a black screen. I was wonderig if it had anything to do with the bios not handleing newer video cards?
I am taking it back tomrrow to see if it was just a dud card or something more strange.

Older Non UEFI systems Do not display anything with newer cards because the cards DO NOT SUPPORT DOS VESA video mode 103. Therefore they NEVER show anything. I've only had this issue with AMD based R series cards. Not a problem with Older Legacy Radeon HD 1000, 2000, 3000, 4000, 5000, 6000, 7000, 8000 series. This is why I buy Geforce 1050TI or better cards.

Thankyou for the reply. I have looked into this further and Unless there is a Bios update I can do nothing.
However while browsing the driver and support for this mother board I came across this..
https://www.dell.com/support/home/uk/en/ukbsdt1/drivers/driversdetails?driverId=R318123
"BIOS Update Executable for Windows/DOS Download 1. Click Download File, to download the file. 2. When the File Download window appears, click Save to save the file to your hard drive. Run the BIOS update utility from Windows environment 1. Browse to the location where you downloaded the file and double-click the new file. 2. Press "Yes" to confirm the BIOS version you want to update and start BIOS Update process. 3. After BIOS update finished, press Yes and then system will restart to take effect. Run the BIOS update utility from DOS environment, if Legacy Boot mode (Non-Windows users) 1. Copy the downloaded file to a bootable DOS USB key. 2. Power on the system, then Press F12 key and Select "USB Storage Device" and Boot to DOS prompt. 3. Run the file by typing copied file name where the executable is located. 4. After BIOS update finished, press "Yes" and then system will restart to take effect. Run the BIOS update utility from DOS environment, if UEFI Boot modewith Load Legacy Option disabled (Non-Windows users) 1. Copy the downloaded file to a bootable DOS USB key. 2. Power on the system, then go to BIOS Setup by pressing F2 and go to "Boot > Boot Mode" Option. 3. Change "UEFI" to "Legacy" Boot Mode. 4. Go to "Exit > Save Changes and Reset" and then reboot system. 5. Press F12, then Select "USB Storage Device" and Boot to DOS prompt. 6. Run the file by typing copied file name where the executable is located. 7. After BIOS update finished, press "Yes" and then system will reboot to take effect. 8. Go to BIOS Setup by pressing F2 and go to "Boot > Boot Mode" to change Boot Mode from "Legacy" to "UEFI". 9. Go to "Boot > Secure Boot Control" to change Secure Boot from "Disabled" to "Enabled". 10. Go to "Exit > Save Changes and Reset" and then reboot system. -------------------------------------------------------------------------------- Note 1: You will need to provide a bootable DOS USB key. This executable file does not create the DOS system files. Note 2: Please make sure you suspend BitLocker encryption before updating BIOS on a BitLocker enabled system. If you don't enable BitLocker on your system you can ignore it. Note 3: Do not turn off power or interrupt BIOS update process during flashing BIOS"
So what they are saying is that this bios once had UEFI support and now its gone? or am I getting the wrong end of he stick? If not can I revert to a previous BIOS with UEFI support to rectify this issue? or Finally is there a hint in this that I missed that says I can change the boot from legacy to UEFI somehow?
P.S I am still stuck with this Graphics card My hands are tied I have to make it work or bust.

OK I reset the password and can now use the bios now all is left is to figure out why the options previously noted in the BIOS update are no longer avaliable.

Reading the installation instructions again I get the feeling that I can not install the UEFI Bios from a Non UEFI drive. This would make sence considering the preinstalled windows 7 for an XPS 8300 did not support UEFI Natively. It would be a crime to brick all XPS 8300s going for a Firmware update at the time.
My next hypothisis is that they took out UEFI compatiblility because it caused issues with windows 7. Considering the time Windows 7 was released and the lack of support by the Graphics cards that they installed in the XPS 8300 series Dell PCs such support was not needed.
My reason for thinking so is that there were a lot of freeze complaints regarding this setup that were cleared by the A06 update. Looking at the update they updated to a version of VBIOS from 2098 to 2119
Looking through the update VBIOS from 2098 to 2119 I can not tell if this was an update to the PCIe interface or the mother boards intergrated chip. However from the description on how to install they make it clear that there is 2 ways to implement the update and windows users are restricted to the Legacy mode. Which makes sence as the latest version of windows at the time was windows 7.
To make a long story short they nerfed the bios so as errors in the predominant graphics cards in the systems were eliminated stopping freeze issuse but forward compatiblity was removed by accident.
My humble Oppinion.

P.S AMD forums confirm that without a UEFI update for the mother board the graphics card will not work. I am still looking into another way to update this BIOS. Feel free to point out my errors. I as Troy Mclure would say have only heresay and conjecture...... Thats a type of evidence.
