Studio D540 Desktop powering off randomly

I have a Studio D540 desktop that has been powering off and back on randomly. Sometimes it will make it all the way to the Windows desktop but most of the time it shuts off during the BIOS startup.

I replaced a dead hard drive 1st since the old one died. I was then able to reinstall Windows (Vista).  But soon after that it began the random power offs.  If it does make it to the desktop, Windows will just go through the shut down process.

I have since replaced the motherboard and provessor.  Still no luck.

I then swapped out the power supply with a known good one.  The problem persists.

I hAve also tested each of the 4 RAM sticks, one at a time in the 1st slot. No luck.

What else can it be?

You require an 80 percent or greater efficiency EPS 12V power supply that has 150w on the 3.3V/5V rails AND 450w on the 12V RAILS.

EVGA SUPER NOVA 750 110-B1-0750-VR meets that specification.  Power supplies overloaded on any rail will shut down to prevent a fire.

Any ole joes crab shack power supply is not going to work.

Especially if there is 130w or less rated on the 3.3V/5V rail combined.

M017G, 0M017G Dell Studio 540 540s Small Mini Tower SMT Intel G45 Express Motherboard .  Overheating CPU or Bad power supply. This is TOWER or SLIM?

I took a PSU out of my working Optiplex 755 and put it in the malfunctioning machine.  The problem  persisted.

This model is the tower. And I have replaced the CPU (and motherboard) and I also swapped out the PSU with a known good one
