Precision T5500, died and wont boot up
Arrived from eBay strangely immaculate and intact bar its original SAS HDD. It passed all systems diagnostics and ran Windows 10 OK on an SSD. After installing a PCI-E ingest card and testing it with its packaged software, I loaded a new package to access it, and as I invoked it for the first time, the machine just died and would not boot up, flashing 1&2 LEDs, even with a different PSU. No reassuring whirring sound when the mains power plugged in, and pressing the test button showed a solid green light. No change with everything obvious disconnected from the motherboard, and all items disconnected from the PSU except the main connectors to the motherboard, no change, even after changing the bios battery.
I then pressed the front button prior to plugging in the mains power, it whirred and started to come to life, so I powered down, replaced all internal connections and connected to monitor, mouse and keyboard and it booted up to the following error message:
Error: Alert! Previous attempts at booting this system have failed at checkpoint [nnnn]
The screen vanished and the machine powered down, but I think nnnn might have been SMBA. It has now gone back to square 1 and will not boot beyond a flashing 1 and 2.
Any suggestions welcome.

The 2009 Precision T5500 Service Manual page 10 list the 1234 Diagnostic Light Codes. That appears to be S12 System resource configuration in progress.
The internal training page states 1/2 on 3/4 off = A power failure has been detected in one of the onboard system board regulators. This could be caused by a failed system board component or by a plug-in device creating a short on a regulated power rail.
Can you explain what that PCI-E ingest card is? Have you tested by removing it?

Ingest is the process of "inputting" media signals. The card in question was a Black Magic Design Decklink mini record card with two ports, 1 HDMI and one 75 Ohm BNC, the serial digital interface (SDI) accepting a 1.5 Gbps digital video signal.from a camera. The component is well used, and is believed to be compatible with PCI-E v2. www.blackmagicdesign.com/.../W-DLK-06
Some progress, after resetting the bios a few times, I have managed to get a few bootup screens and at one point managed to get into the bios but after a short while it cuts out again. It seems to bootup once when cold, suggesting perhaps a faulty component, either some ESD damage of a faulty component such as a capacitor.
