Need help getting hard drive to boot.

I have a Dimension E521 that just recently messed up.  I had an external hard drive in and the electricity went out.  Now when I try to boot the computer back up, it does not recognize a hard drive.  I think this is due to the power going off while an external was in.  This happened a couple years back and I finally found a solution online and fixed it, but I can't remember what that was.  Can anyone help me with this?

Is it a USB drive or an eSATA?

Electricity went out and the Mains came back on at 287V for 8 milliseconds.

This Blew up the internal drive or it was writing to the drive when power was lost.

Delayed Write Failure ALL DATA IS LOST FOREVER.

What Error exactly is on the screen when you try to boot?

What OS are we talking about?

Drives DIE.  Its not a matter of IF they die its a matter of when.
