Inspiron 3650 CPU upgrade - computer won't boot
I'm trying to replace the CPU in my Inspiron 3650. It's not an upgrade per se, the original CPU was taken for another computer and replaced it with a Celeron.
The Inspiron 3650 uses the H110 Express chipset which is supposed to be compatible with several socket 1151 CPU's, including the Intel BX80677G3930 7th Gen Celeron which I'm trying to install. When the CPU is installed the computer won't boot, the power cupply turns on for one second before the yellow light on the power switch goes out and the power supply turns off (the power supply is tested and works 100%).
Is it possible to get this CPU to work? DO I need to clear CMOS? Something else?

Thank you for your message.
This processor model is compatible with the chipset.
Please remove disconnect all the cables & the CMOS battery, press and hold down the power button for 30 seconds.
Try to reseat the CPU & check if that helps.
However, the processors officially tested with this system is
Intel Core i7 6700
Intel Core i5 6600
Intel Core i5 6500
Intel Core i5 6400

OK I can confirm the Intel BX80677G3930 7th Gen Celeron was either broken or incompatible.
I bought an Intel BX80662I36100 6th Gen Core i3 and it works fine.
Please keep in mind I was not able to determine whether the first CPU was simply bad or if it incompatible
