Always include exact PC model and version of Windows in your posts.

Did you install the new HDD and what SATA port?

Are you booting from either a bootable DVD or USB stick to install Windows on the new drive?

"XPS" is not the complete model number. Is it, for example: XPS 8500, XPS 8700, XPS 8900...?  If you're not sure, use your Service Tag on Dell's Support page to find the exact model number. (Do NOT post the Service Tag here!)

Is the new hard drive installed and connected to SATA 0 on the motherboard?

Is the DVD bootable? Put the DVD in the drive, close the tray, and power off. Now power on and "IMMEDIATELY" press F12. Look for the option to boot from the optical drive....

BTW: What makes you think the old hard drive failed?
