GTX1070/PSU/CPU Problem
I just installed a new cx650m power supply and a GTX1070 in my XPS 8700. However, I plugged an 8-pin cable into a 4-pin cpu fan spot (that's all my motherboard has). Now it says cpu fan failure on start and there is a fan running like crazy while my pc is on. Any thoughts?

The XPS 8700 has a 4 pin CPU P4 power connector. 4 of the 8 pins on the corsair should mate to that.
The CPU fan connects to the motherboard, and unless you change the CPU cooler that should be as it was before. I'm not sure how you could have connected that to a PSU connector.
The case fan is the exhaust fan, and it connects to a sys-fan header also on the motherboard.
The PSU has a fan, and I'm not familiar enough with the cx650M
The other fans are the Graphics card fans. You did not say which brand so it is hard to guess if that is the fan making all the noise..
Might I suggest installing HWiNFO64, and it will report the fan speeds?

First I would check to ensure proper connections of the fans to the MoBo
