Finally moved my XPS 730 into the 21st century!

Enabled RAID:  Got ACPI working as a result.

Q9650 with H80i cooler.

Put gtx1070 in top slot and another, eVga hybrid, in the bottom as the middle slot is only Express I and the other two are Express II (thanks for providing a description of the board layout and that the slots are numbered 1,3,2).

Put in 4 x 4gb for a total of 16GB

Put in windows 8, activated, upgraded to win10 (thanks to Microsoft still allowing free updates).  Then registered with M$SOFT and unregistered Win 8 so I could use it again for same purpose.

Put StarTech PEXUSB3S44V  x4 in middle PCIe x16 slot, got four independent USB3 ports each 5GBits speed.

Installed that jmicron legacy driver (thanks dell!) and assigned 4 SATA to the eSata to support my port multiplier array.
