I have something similar that was a Dell giveaway I never tried. It was a Powerstick. See if any of these match-- powerstick.com/.../ See if the black end comes off.

Yes. Got an answer on Reddit. Turns out that's exactly what it is. I'd all but forgotten those things existed. I had one made (I believe) by Kensington. It's probably sitting in the bottom of a box somewhere with some 30 pin SIMMS and a bunch of CD drive audio cables.
