DELL T5500 POWER PROBLEM

When powering on the PC, it powers on for some few seconds and goes off again. I had asked earlier on someone's thread if it could be possible that I can boot from CPU2(RISER) as some processor pins(CPU1) on the said mainboard are bent, I tried to fix them but still have a belief that they not fine, found some have a few broken ends. I really want to get it working....any workaround I can do besides having to fix the pins?

i.e If at least I could boot from CPU2(RISER) then I wouldn't worry much about the main CPU, but I was told it's not possible
