If you reboot and immediately press F2 or F12, does the keyboard work?
Try this:
Power off and unplug power cord from *rear" of PC. Press/hold power button for ~30 sec. Reconnect power cord to rear of PC and reboot...

Yes both F2 and F12 work for Bios and Diagnostics, but still when booting get to screen, and clock is working, but still no interface available for Keyboard, Mouse or Touchscreen so unable to get to login prompt

Did you run the diagnostics from the F12 menu, especially the extended hard drive tests?
You didn't say what version of Windows you're using, but if the hardware passes the diagnostics, you'll probably have to try repairing Windows. You may be able to start the repair by immediately pressing F8 when you boot. If this is Win 8(.1) or Win 10, F8 won't work, so you'll have to boot from a Windows installation DVD or USB to start the repair.
