Dell 7040 TPM issues after 1.2 > 2.0 update

I have been testing this update on a 7040 and so far have never had any issues.  I've successfully reverted from 2.0 to 1.2 and back and forth multiple times.

While doing a test of updating the TPM in WinPE during a task sequence, the system rebooted to update the firmware as usual, but it got stuck at 0% for 15-20 minutes.  I had no choice but to pull the plug.  I have never seen any machine get stuck at 0% before.

The TPM option shows up in the BIOS like normal, I can clear the TPM, turn it off and on, or enable and disable inside the BIOS with no issues.

If the chip is enabled and on, Windows 7 does not see it at all - I've checked Device Manager and it's not listed anywhere - even under System Devices.  I checked WMI and there is nothing listed in WMI either.  If I try to run the Dell TPM 2.0 upgrade again, it will error out with "The System TPM Query Failed, Aborting".

I've tried pulling the CMOS battery and plug and letting the computer sit to drain any power, still doesn't show up in Windows 7.

I'm confused as to why it works perfectly fine in the BIOS, but never shows up in Windows 7 either.  I also tried to boot into a Windows 10 PE bootdisk and it didn't show up in WMI either.

I'm afraid that the chip is somehow corrupt, but I'm also very paranoid that it got stuck at 0% - we are getting ready to roll this update out to thousands of machines.

Just tested the TPM upgrade on a 5570 laptop and it worked fine from WinPE.  I'm still worried about this 7040 and why it randomly got stuck at 0%, when it worked perfectly fine many other times.

Is there a limit to how many times you can flash and reflash the tpm back and forth? I was using this one 7040 for testing initially, and must have ran through the procedure 10 or so times while testing various scripts.
